The 900 cars news is old news. They announced about this back in 05 when the PS3 was revealed and stated that not all of the cars will be available on with the game. You will actually have to purchase the cars which honestly makes sense to me. You get the cars you actually want. Something like 400 cars available and the rest you purchase online.
Because it is expensive for some developers to do it that way thats why and again your talking about a developer taking a chance on the lower installed base and even if it had a longer single player feature still doesn't gurantee the game will be good. See the latest Jericho review for example.
