Unfortunately it is. Hopefully Sony will improve in it in the future but as of now it's just a waste of memory/space.
That being said, the WiiU browser is light years ahead oh the PS4 Browser. The Ps4 browser as far as I can tell, has absolutely zero video support. You can't even watch YouTube.

Kojima and MGS5 is the number one reason for me getting a PS4 and I find it hard to understand why Kojima or Konami does not want to support the WiiU. The job they did with Twin Snakes was impressive and the reason I bought a Gamecube.

Yeah because with the PS4 there is so much to choose from; I mean there is COD Ghost, BF4, and Killzone and Knack/s. 3rd party publishers sell Sony and MS consoles, Nintendo sell their own. Oh, and I have a PS4 to supplement my WiiU.

Funny thing is dude bros don't quite understand market diversity, and the very large family demographic. The "hardcore" gamer consoles are great for those without wives or children. Games like BF4 and Skyrim are not very family friendly in the sense that they are very time consuming single player affairs. I already have a Wii U and love it. I have a PS4 pre-ordered and at the moment no reason to unbox it, maybe next year when Ground Zeroes is released. This holiday I'll be enjoying Super Mario Bros 3d World with the family. But if I had to add a gaming console to the list for worst gifts the Xbox one would be an easy addition.
My pre order to the ps4 will arrive on the 15th, but my main console will be the WiiU. That's not saying the ps4 is less of a system, I'm only stating my preference which is one of the benefits of the free market. If it weren't for the heavy subsidizing from it parent companies, the xbox and playstation brands couldn't throw money at third parties as well. Nintendo seems to be the only company that has a strong emphasis on the free market and not forced obligation.

Nintendo is the only game centered company of the big three, and I'm sure third party publishers would love nothing more than to eliminate the threat that is Nintendo. For me, I can't get over the fact that the Xbox One is a spybox. Especially since Microsoft was one of the first companies to cooperate with the NSA domestic spying program. Sure they say they Kinect doesn't record you, but I'm not about to trade my freedom/privacy for games. PS4=easy win
