No it won't, everything will be exactly the same except some will play in 4K while others play in 1080P or less.
It is no different to people already playing 1080p games on 720p TVs.
Everyone can still play each other in the exact same games.

As for not owning a 4K TV that is because there was never a reason to own one but as we have it movie companies are calling 2016 the year of 4K and will start publishing movies in this new format....
If it works like i had mentioned above you wouldn't need to and still retain access to the latest games.

It's actually a good idea IF it means going forward there will always be two PlayStation models available. A high end with bleeding edge tech and a lower end that is more affordable to the general consumer.
Both can always play the same games and always having a low end means they won't get into another PS3 situation again with trying to push Blu-ray to everyone at a premium price.
Going 4K would also mean a further PlayStation wouldn't be require...

As long as VR enabled games have no impact on non VR users then I see no problem with it.
Virtual Warhawk would be the bomb.
Even if it were just the PS3 version remastered with first person VR enhancements I would put money down on VR right now.
It is no different to not including the PS4 itself in the price.
