Steam refunds are a great idea, but Valve needs to make sure they address some legitimate areas of concern to avoid big problems down the road.

Only scumbags? As if people don't play their games on console put in the most amount of hours and return it to GameStop and trade it in for another game. But also how many people are actually do this? And what games have been allowed to be refunded?
Blindfolding myself and clicking a Steam page at random would serve me better recommendations than Steam’s algorithm
Hmm, not sure I agree with that. The recommendations I get are usually pretty good, but then again I have pretty large library of games on Steam and hundreds of them in my wish list, along with lots of curators I follow for it to build recommendations off of. On occasion it will throw me a random FIFA game or something I've never bought or shown interest in, but mostly its decent IMO.

Full release games to get refunded -Yes
Its up to developers to polish their games as best as possible and if it arises,they only have themselves to blame if players start looking for refunds.
Early Access games to get refunds - No
Its up to the players to be able to have the common sense to read stickies ,pre release notes ,announcements watch early access stream videos to see if it's for them or can their computer run it.
The vast majority of players just cannot grasp early access concept blaming devs is astonishing,even though players are told about server issues ,game breaking bugs,poor optimisation upon release.
Players are pre warned about these issues and most times lack of content but still they buy the game and then forum rage ,demanding refunds.
