Because it's time consuming for even the best players. Anybody who isn't that great at the game has little to no chance to get it regardless of how much time they put into it.
Getting 1000 kills in online ranked was hard. Getting 10,000 was both time consuming and hard as it was other players you were fighting and not bad AI.
Gears was very much a skill based game, being only 4v4 it wasn't uncommon for players to end a game with very little kills at all. In fact, it wasn't common for the good players to end a match with even double digit kills. Sure the average guy could get this if he dedicated enough time but it was time consuming for even the best players which makes it a hard achievement.

If you loved your fans, you wouldn't tolerate timed DLC. You are not giving one fanbase it earlier, you are making the other fanbase wait for longer and all because somebody give you some money to do so. It shows you don't care all that much if you are willing to do that.
Not sure how it's legal to pay somebody to withhold content for months or in this case, a full year. Anybody that offers or accepts offers for timed DLC or timed anything are not to be respected...

I thought it was pretty obvious why they held it back. They wanted to talk about games and nothing else because of the backlash they got for talking about TV in 2013. Quantum Break is the fusion of a Live action TV show and a game.
To avoid being accused of losing focus, I am certain they moved it back for this reason alone.
It wasn't that long ago that they mentioned that nobody was working on a PS4 version yet. It was always coming to Steam first but god knows when the PS4 will get it.
It's not identical but you would be blind to say there isn't a lot of similarities from the design of weapons, world design and even the animations used.

The weapons look quite similar to the Plasma Rifle from Halo 2. And in Destiny, you can tell from the weapon designs and animations that it's Bungie.
Having played the game on PC, Planetside 2 is quite good but this footage doesn't do it any justice. The footage is trash, not the game.

The problem with Microsoft/console is that Digital will never be the future with the way they are treating it. Watchdogs was £39.99 on Steam yet £60 on Xbox Live.
