If you wanted the game to run at high @ 30FPS, the PC wouldn't even come close to $1,000. The PS4 version also has frame pacing issues so there's stuttering.
If you want better quality, you have to pay more. Simple as that.
Just because a machine runs Windows OS does not mean it is a "Gaming PC". There are many computers out there with integrated graphics solutions for their graphics processing capabilities.
That and the game was released twice before the PC version came out.

Tell that to Uncharted 4, a game with unparalleled graphics and art style. The beauty of your game can really sell the environments or the atmosphere for the game. Graphical capabilities are there to accentuate the art style of the game. If the artist makes beautiful work, the post processing effects make it that much better.

I'd build my own steam machine for a better performance/price ratio or just buy a console. I feel like these machines don't even serve a purpose and none of the major console manufacturers should even consider this a threat.

Of course they aren't going to look radically different. Both game versions are using the exact same assets. Geralt has the same polygon count, textures, etc across all platforms. This probably holds true for every asset in the game.
The only difference is slightly superior post processing effects on PC. And it's just that, slight. The main difference here is having the option to run the game at double the frame rate compared to consoles.

Anyways, it's looking damn good and I'd expect no less from the guys who ported Witcher 2 to the 360.
The biggest culprit here is that awful screen tearing.
The final release is looking to cap it at 30fps with v-sync (oh god that screen tearing). I'll say, it looks exactly the same as the PC version and they did a really good port.
It runs on the ultra preset nicely... until player characters start populating the scene. Everyone and their mother knows this game is CPU bound and that's pretty much the issue here. That said, at a 30fps cap it should be largely consistent and it'll look great in the process.
Wishful thinking. Just hope it sells well enough for rockstar to stop leaving PC gamers out of the loop for so long.
