The modding on the Xbox 360 is actually a hack. The JTAG hack, to be specific. It allows you to run unsigned code on your Xbox.
On the PC version, however, the game has mod support built in, and a SDK (Software Development Kit) that the community can use to create mods.

To anybody that says that Treyarch took Infinity Ward's engine:
1. Of course they would run on the same engine, it is the same game series.
2. It isn't even Infinity Ward's engine, Call of Duty has ran on the same engine since the very first, just slightly modified in each version.
3. It is a modified Quake 3 engine.

Having played CoD 1, 3, 4, WaW, MW2, and Black Ops, I would say that Black Ops and Call of Duty 4 are tied for the best spot in the series.
Black Ops and Call of Duty 4 are most definitely the most balanced and fun of all of the games, in my opinion. MW2 was a piece of junk due to the extreme imbalances and noob-friendliness.

The AI cheats. For example, they start aiming at you through walls or other objects before even seeing you. Also, in hardened and veteran, they snap around without seeing you.

Developing for PC is cheaper, due to the fact that it is the most widely available platform, and the most familiar to developers.
Selling games on PC is cheaper, because you don't have to screw with the whole publisher part of the industry usually.
It's cheaper, because royalties aren't paid (except in small amounts) to publishers.
When creating computer-animated player models, or NPC models, bones are used to define structure for animations and such. For example, putting a bone in the upper arm will make sure that part of the arm moves all together.

I have the PS3 version, and I haven't once experienced any of the problems mentioned. Black Ops is definitely the best CoD to date. MW2 was garbage (the campaign was kind of cool though), so I'm glad Treyarch upped the ante.
My PS3 hasn't frozen once while playing this game, and I haven't had any problems at all, except maybe slight framerate drops when a lot on screen is happening.
Why the hell was this approved? It's clearly a rule that you shouldn't submit stories that are simply a link to YouTube. Not only that, but the summary has the worst grammar I've seen in an article, ever. Also, it's spreading glitches, which I doubt is a good thing.

Because if they didn't, it wouldn't be as clear whether or not their system is meant to handle things like this. For example, I could complain about there being horrendous lag, but not once mention my system specs.
