I think a major reason for boring character designs comes down to art directors trying to aim for a more realistic looking game.

Devs shouldn't hire fashion designers who are up themselves and demand a lot of money to do nothing.

The budget should go towards deeper and more engaging gameplay mechanics. Something a lot of triple A games are lacking.

We need more unique art styles willing to get out there and unique in terms of art direction.

This would be sending the wrong precedent. Fashion should not dictate unless it's a period piece.

The "look" of the game doesn't necessarily depend on fashion alone, story or theme is always first, there is also atmosphere, palette/texture to consider before you design the characters' and what they're going to be seen wearing.

It depends on the story, theme, gameworld era (medieval, fantasy, future), etc. It would be nice to move away from spiky hair dude, half naked lady, and muscular gruff marine fashion sense. It makes the game more believable.

Every time I think of fashion sense in video games, I always think of Kazuma Kaneko. The man really nailed it in creating not only original character design but great clothes to boot. I mean look at his artwork.
