The whole company has transitioned to cloud based computing... not sure where they think this is going but the actually services that will push Windows (win32) and Gaming into the cloud haven't even been completed yet.
I suspect most Xbox gamers are going to be very upset, eventually.
The Gears of War shown at E3 will most probably will be the one Splash Damage is working on.... think RTS. Gears of War 5 is a thing but it will come out after the RTS GOW one which should be a 2019 release.

Well... there will probably be a few years yet before the full gambit of services are rolled out. Win32 though.... people need to start planning for the end of days there.... meaning non-cloud Microsoft support. Whether its gaming or desktop software like Adobe, Autodesk, etc.
Actually, they did invest a ton of money into Xbox for well over a decade, billions in losses.
Right now is about getting Windows (win32) and Gaming processes into the cloud, you're probably looking at a few years out for the services to be deployed.
They'll have a better show than last year, but they don't have that much new stuff to show.... you'll see existing IPs this year. Halo, Gears of War spin-off, Forza, Crackdown, cuphead, Ori, and Sea of Thieves content.... the rest will be 3rd party stuff... splinter cell, metro, anthem, cyberpunk, etc.
The only two 1st party titles you will get from Microsoft in the remaining of 2018 and 2019 is Halo Next and Crackdown 3... the rest of the titles are either 3rd ...
Both Windows (desktop/win32) and Gaming will be placed in the cloud. For the most part (general speaking), all the remaining non-cloud/devices/consumer segments have been placed in the More Personal Computing division (Windows, Xbox, etc)... from there they will be "cloudified" andor terminated... but that is a few years out.
Its about retaining as many Xbox users through the transition as possible just like when they eliminated the Xbo...
Streaming announcement could be in the not too distant future, but I haven't heard anything for E3 but its possible. As far as the rest of the cloud service they're working on, meaning Windows (win32) / Gaming in the cloud via virtualization/containers/appl ication layers... that is probably quite a ways out. They'll try and cook the frogs slowly this time - 2013 didn't go over so well. The big announcements are quite a ways out.
"Less PR Babble" The author is in for a rude awakening... over the next couple of years he is going to fully understand what virtualization, containers and application layers are because that is where Windows/Gaming will reside i.e. cloud services.
The real babble hasn't even started yet. As far as this E3, it should be decent, at least most of the titles should eventually make it to the market.

There is no longer a Xbox Division this was actually called Computing and Gaming Hardware back in the day, Satya shut that down in 2015.... Microsoft moved the Xbox personnel over to the Windows Division.... that group is now called More Personal Computing. This is generally the stuff that still needs to be placed in the cloud.
Not sure what you mean by "gaming division", there is no longer a gaming division in Microsoft that is exclusive gaming or consumer entertainment anymore. Unlikely. Phillip is running Satya's plan to a T. You'll get the big announcements in 1-2 years as to where you will be gaming in the future. The windows/gaming service are still being built.

Mostly multiplatform... Gears of War 5 is years out (doubtful for this e3), but you'll probably see another Gears of War before that by Splash Damage next year.
This is what I have for this E3: - Forza Horizon 4 (2018) - Gears of War (tactical spinoff, Splash Damage) 2019 release… this is not Gear of War 5 - Halo 6 (it will be much bigger warzone, expect beta late 2019 release)… told it will not be called Halo 6 - Possibly Fable or Joanna Dark game might be shown (mostly likely next gen)…. probably Dark - Add-on to Cuphead - Crackdown 3 (beta before release... could be delayed till 2019) ...
