From what I understand, when you create something, you can choose to make it "Remixable," which lets other people search for your stuff and use it however they want.
So, you can't use *everything* that other people have created, but there's so many people out there who choose to make their things remixable that there's an entire slew of free content that you can cobble together into a game.

It's still in the works, apparently -- EA recently posted an update about its progress to the Command & Conquer subreddit, which for whatever reason seems to be their may way of getting information out.
Also, it looks like EA has been bringing in the original voice actors to re-record some lines, so... it seems like there's *Someone* at EA that actually has some love for the originals.
Maybe they're trying to rekindle the love for RTS games that used to be their bread and butter? Or maybe they figured that since WoW classic did so well, it'd be worthwhile to revisit other classic games?
Or... maybe they got mad that there was still a dedicated Warcraft 3 community that they couldn't pull a profit from?
There's actually a fascinating set of reddit stories about the dedicated fanbase that eats up Nancy Drew games. The game itself and its release are apparently something of a dumpster fire, but there's a large group of dedicated fans that play every single Nancy Drew game that comes out, so it did amazingly nonetheless.
I think a more pertinent question is "Should they bother?"

I never heard anything terrible about Legend of Mana when it was released. The only negative things I ever heard was that it wasn't quite as good as Secret of Mana.
