no sir, I don't really think so. just look at the brilliant samaritan demo and how far away from photorealism it is. but maybe in 20 years or something we could have games "indistinguishable from reality"

he's talking about making games 'meaningful' and simply throws in an arbitrary number of years for when photorealism will hit... he's not saying it 'will' be then, he's just expressing that to put his opinion of 'meaningful' into perspective
