One of the best level editors of all time has to be the track editor in exitebike for the NES, that thing was hours of fun.

Historically RTS games have the best level editors IMO (at least accessable editors for non-computer geeks). The Age of Empires 2 editor was my favorite.
Just imagine recreating your local racetrack.
