The GTA 5 Agent Trevor DLC episode could have been a real treat for fans on PlayStation and Xbox, before it was scrubbed sometime before 2017.

No, you can't level up your character offline. All this is saying is that when you create your character you'll choose their usual activities which will determine their starting stats... kind of like in Fallout 3 and New Vegas with the personality tests.
To level them up after that, you'll have to play the game.
Guess they stopped teaching reading comprehension in schools...
