Anything under 60/100 is a broken game? Um...I'm not quite sure that's how scoring systems work.
Personally, I think games in the 20-30 range are broken to the point of unplayability...while games in the 40-60 range are usually "awful" to "average" (but still with one or two redeeming qualities.)
