I believe Scott Rhode and Shuhei Yoshida have both said pretty recently that its still in development. Within the last couple of months, I think. If it was cancelled, I really think they would either come right out and say "its cancelled" or dance around the questions by not commenting or saying they don't have any updates for us. I agree it will cost $300 or less. I also think they'll end up bundling in a game with the headset. Probably DriveClub.
I don't think 1080p is gonna happen tho. Not only would that be expensive but I doubt the PS4 could even take advantage of it.

Its a little weird to see, but after it was announced that Bungie was going multiplatform, I'm sure Sony was prepared to do almost anything to get them to advertise it as a PlayStation game, and lock up some exclusive DLC.
