I would be easier to have everything on Steam, but you also don't want them to have a monopoly on digital distribution.
There is also a way to run Battlefield 3 through the Steam Interface and have the Steam overlay in game. People were already doing it with the beta.
I think what they mean is that you won't get 3D spotted when you fire, but your position will be shown briefly on the mini-map.
When it takes hours and hours to unlock anything, why would you want to do that more than once? I'd rather have the ability to choose and modify my soldier's name.

The Steam Cloud is where all of your saved games and settings are stored, so that you can access them no matter where you are or what PC you're playing on.
