Because of the backlash and money spent to fix the main game itself. They were done and ready to move on. The game doesn't need 3 iterations of the DLC, it needed to not have been in the shape it was in at launch and they could have put resources to other projects related to the game.

Mafia has a special place for me. It's an open world GTA style game that has excellent story telling, acting and sets the good ol' godfather tone like no other. The gameplay on the other hand can be hit or miss with each game. I'm hoping they learned from the mafia 1 remake and mafia 3 to get the right amount of gameplay elements down to make a great game.
