I'd have to say PS1 based on personal preferences for RPGs and also because Legend of Dragoon is my all time favourite game that I'll never stop playing. PS1 had too many great classics that I still own and play to this day more than any other console I've owned. The nostalgia factor for PS1 RPGs is immense every time I play. I get so sucked into the stories I played over and over as a kid. PS2 comes in at a close second for me.
The 3 great rpg consoles were: Snes, PSX and PS2.
Golden age of jrpg for me was on psx.
Xbox obviously going forward. I'd be my choice for all-time too. All the back catalog games they have, most in GamePass, and they own pretty much all the major western RPG studios, so all new ones will be exclusive to the Xbox Platform and launching in GamePass. (I'm excluding PC in my answer since the article says console)
PS3 for Mass Effect 3, Fallout 3, Dragon Age 2, Dead Island and Deus Ex: Human Revolution.
