High Quality Pal Oil can be harvested from a handful of different Pals in Palworld. This includes:

In my experience, the best area to effectively farm High Quality Pal Oil is Bamboo Groves. Once you unlock the Ravine Entrance fast travel point here, you can teleport back and forth to find Woolipop spawns immediately. The Pals here are relatively low-level, sitting around Level 12 or so. This makes it easy to defeat or capture several in one trip.
