If you're on a budget, I would recommend a GTX 750TI 2GB. Some games will run slightly better than current gen consoles, and some worse.
If money isn't a big issue than go with the GTX 970 or 80.

I have the gtx 750ti oc in my pc and it smokes my ps4 in any game that I can get for both, It plays pretty much any mod I want on skyrim on ultra (including 2k texture packs) except the really over the top 4k textures and enbs, if I were somehow able to use mods on the ps4 it would be fried with the ones I use, but then I am using an fx8350 which is 4ghz for my cpu which would make a huge diff compared to console.

I clearly mentioned the word budget for a reason. A budget gaming PC consisting of an Intel I3 processor, GTX 750ti 2GB GPU and 8GB of RAM will cost more to assemble with all the necessary components than a PS4. And some games won't run as well, and others better.

Some games that run better on the PS4 in comparison to the PC I listed above:

Dying Light - High Textures is a problem for 750TI owners.
Far Cry 4 - High pre-set causes the game to run around 25-35 and the game suffers with micro-stutters on PC.
Metro Redux - performs within the 40fps range in comparison to PS4's near constant 60fps.
Wolfenstein: The New Order - performs within the 40-50 range in comparison to PS4's near constant 60fps
Dark Souls - Runs better on the PS4.
Call of Duty Advanced Warfare - Most skirmishes are in the 48-52fps range

Some games that work about the same:

Sniper Elite
Metal Gear Solid V Ground Zeroes

Battlefield 4
Dragon Age Inquisition
Assassin's Creed
Sleeping Dogs

If I was building a budget pc I wouldn't go for Intel you get more bang for your buck from Amd.

I'm currently looking at picking up the Zotac AMP! version of the 970 next week (upgrade from a 270X). As much as I tried I couldn't find a justification to jump up to a 980 as the price-to-performance flat out doesn't make sense until you go to very high resolutions.

And that's the thing, none of the cards out there are really UHD ready anyway, as I've yet to see cards chew through UHD games maxed out with plenty of performance overhead to spare (future proofing).

That's why I went for 970, 980 price wise is not worth the extra (imo), even with 3.5 GB of ram it plays everything nice at 1440p. I dont sweat over FPS any more and as long I think it plays/looks smooth I am happy.

Got the 970 reference card, the 980 is more powerful but not worth $200 more of extra power. LOVE my 970 thing is in beast mode all the time. It makes barely any noise at all.

You wont regret it. Put it in my first build not knowing what to expect and this thing surprised me, and continues to impress me every single day.

The fellow gamers that were working at BestBuy when I bought it kept praising the 970 when I went to purchase it, it got kind of annoying until I set it up and seen with my own eyes why they were praising it.

970 is much better for a price/performance than the 980 at its current price. It also runs most things at max and is probably the most balanced one atm.

Yeah, despite Nvidia's BS about the VRAM amount/configuration I still really like my GTX 970. It's a great card that chews through everything I throw at it.

It's also a good match for my G-Sync monitor. I simply don't worry if I can play any game at smooth framerates because, with this setup, I know I can.

GTA v isn't the only game that's released three consoles generations running but nothing has sold those numbers including GTA San Andreas which is now 4 console generations deep.

Rockstar told 50% are cutscenes and rockstars always used better models during cutscenes than in game.

You're either lying or just don't know what pre rendered means. Pre rendered means that if you change the character's appearance (clothes, accessories etc) they wouldn't show up in the cutscenes because they were already made and aren't being rendered in real time. This is something that doesn't happen in Rockstar games.

In fact some of the scenes in RDR2 looked better in the retail version than at launched.
