The art style is simplified and more cartoony. The combat is emphasized in the 3rd person perspective rather than 1st person. There is a restrictive class system in a rather typical MMO fashion. They've included more regions in one game, but seem to have forgotten the detail.
In my opinion, from what I've seen and read so far, it's not a question of whether it lives up to the Elder Scrolls name. It's an Elder Scrolls game in name only. That's all.
Personally, this isn't my cup of tea. Not to be to judgmental, all I can think of is a mess.
