I don't know about noodles but it will definitely make it easier for developers make the right decisions for the hardware as long as they are building a game using engines designed for the API. Lets not get too crazy thinking the XB1 is going to start doing 4k native graphics but 1080p @ 30 fps should be realistic for DX12 games.
The biggest thing people are ignoring is Lionhead studios is a first party developer so until 3rd parties make the commitment only a % of games...

Then simply don't buy the DLC when its full price wait for it to go on sale. DBZ isnt as popular as it was at one time so I would assume not long after the DLC releases it will go on sale to generate interest.

You should know "certain" people would defend this game and call people crazy even if the game was 30 minutes long. They call it an artistic cinematic game but don't realize that if this catches on games of the future will be 1080p and 60 fps on all formats but will be 4 hours of gameplay littered with QTE's and cutscenes and publishers will still charge $60.

They said they beat it in 7 hours and that includes QTE's. I think a 7 out of 10 was very generous considering you are paying $60 for 7 hours of game play with no replay value.
I would say Eurogamer gave you the truth but its your money...don't let others tell you how to spend it.
1st party should see benefits as they will use the latest engines designed around Direct X 12. 3rd parties will likely wait for licensing costs to go down before they even consider touching a Direct X 12 engine for their games. So it will be a while before cross platform developers upgrade their toolsets.
