And there lies the problem. Both consoles aren't powerful enough to run modern games at 60 fps without being severely watered down.

If you're going to be like that, a 5930k is a silly buy if you're only running 1 GPU and not taking advantage of 40 lanes. 5820k is exactly the same except it has 28 lanes and is $200 less.

So true. So many PS1's had chips in it. Dreamcast had a simple disc loader. Just about everyone with the original Xbox had a firmware flash too. It goes on. It's not just a PC thing.

Shouldn't be too hard. Conservatively, any 4 year old mid range gaming PC could run it at higher frame rates at 1080p.
If it's CPU bound it won't make a frames worth of difference.
Better just pray next Gen consoles don't get a weak ass 1.6ghz tablet CPU again. You could have 16 cores and the frame rate is still going be the same. You need higher clock cycles.
Open world games a weak tablet CPU's simply do not mix. This is the result every time.

Internet isn't being bottlenecked on the consoles. Even a 100GB Ethernet which it has wouldn't bottleneck it. It's almost entirely depended on your connection/ISP. Other factors aren't really factors. And no ...having a 5400rpm HDD won't cause a bottleneck either.
I have a Giba Internet connection with X1 PS4, and Beast X99 PC and an old 2009 Single core laptop connected.. none which cause bottlenecks.

All applications benefit inheritly from highly clocked single threaded applications. Clock speed is still king.
Phones have 8 cores too, do you see the problem here.
