The title really does the article no favours, although the meta-tag title (as shown on the browser tab) is "Gears of War 2 - How Gears of War and Unreal Engine 3 Work for the Military - Popular Mechanics" which is more accurate to what the article actually says.
The whole Gears of War 2 part is basically Mike Capps (guy from epic) explaining how the unreal engine works with examples from GeoW2, he's in no way saying that GeoW2 is a realistic military simulator.
