I'm actually really interested in this other side of Raiden. I know they were alluding to his past as a child soldier, and I'm starting to wonder if this "Jack the Ripper" is an alter ego he developed as a means of coping with the horrors of war.

I think you might see that side of Raiden. Even though the bulk of the game will probably take place post-MGS4, they alluded to shedding some light on Raiden's past as a child soldier.
The way I see it, this isn't canon, so they are merely using the narrative to provide context and over-the-top fan-service to sell their world. It's like playing a game with multiple endings, but out of all of them, there is only one canonical, "true" ending. In Rising's case, it isn't one of those "true" endings. That's probably reserved for MGS5, in the event that it's developed.
Troy Baker is an excellent actor and seems to be entering much more prominent roles in the coming year. Landing leads in Bioshock Infinite, Silent Hill 2, Ninja Gaiden 3, Final Fantasy XIII-2, and now The Last of Us, he's definitely going places in his career.
No, this is like making AC!D and calling it a non-canon, campy spin-off.

With the scrapping of the Zan Datsu trademark, the dropping of the 'Solid' tag, the studio switch, and all these Re: text in the trailer, I'd say it's nothing like the initial concept.
Platinum developed Madworld, Bayonetta, and Vanquish. I'd say they are definitely the right team for this sort of game. And for the purists, they dropped the 'Solid' tag, so let's all enjoy the campy spinoff.
