Specs can't exactly be final since there's over a year until release. Seems to pretty much match BF3 specs right now, no doubt the engine will be updated during the next year though, so...

It was a mod, to enable content already there in the game. It didn't actually add the stuff, just enabled the stuff Rockstar shipped.
