I remember watching a video of them designing the headlight on the Evo. They had it on their table and the designer had to translate the physical aspects of that individual headlight to 3D on the computer.
I'm guessing if they don't have an interior cockpit in the game, it's because PD didn't have the car in their HQ to rip apart and render into 3D.
