Missions from fixers are divided out by difficulty to help you pace out where you are in the leveling.
All easily ignored if you just want to stick to the main quests that don't require excessive filler for leveling. They struck the balance between having too little to occupy the ADD crowd nd having too much for the OCD crowd.

Usually they hold off announcing big stuff at TGAs, instead going for a PSX or State of Play of their own around this time. But they hopefully do it this year since I don't think we've heard about any other shows.

There's plenty to keep you busy, but 40 hours can get you through the story, most big side missions, and the companion missions. There's not a huge amount of useless bloat to throw off the narrative.
Fun side note: the premier issue of OXM came with a demo disc that had no games. Just video trailers for upcoming titles and a few short interviews.
It was so disappointing for a brand new system. Adding to it, you needed that stupid DVD add on to play the videos on your actual Xbox. Felt like a massive waste of money at the time.

Xbox will usually do their new years sale after Christmas, so I'd guess that's your best bet.
I suspect that the deal might be in place to put it on GP when the next gen patch releases. CDPR wouldn't want to say it now during the holiday shopping season. MS probably wouldn't want to add it to GP in its current console state, either.
