The Whispers of the Dead missions will only be available to players after finishing the campaign, while Helltide events can be unlocked by changing the World Tier to at least level three.

Helltide events are the most consistent method of obtaining these items as they randomly happen across Sanctuary every 75 minutes and last for 60 minutes each. The events can be found in areas outlined with a red line.
