Because there's no point in character customization when you can't see the character?
Being in cover sucks in FPS games because you can't see. I tried it in GTA V and it just sucked. This is a cover-based game and first person view would just not work in my opinion.

Last time I checked Ubisoft was a publisher. So in short they had absolutely nothing to do with whether this was a 1st or 3rd person title (other than providing funds for development and publishing).
It was Massive who made this decision.
