Seems like Bethesda took the criticism seriously since the Fallout 4 EULA on Steam literally says, “Customized Game Materials must be distributed solely for free.”
The Nerd Stash: "In Fallout 4, there are a wide variety of melee builds, but you'll need the best weapons for the job in order to dish out the most damage."
Richard writes: "Now was the right time to release the Fallout 4 Xbox Series X|S update. It just could have been more."
They aren't going to give more. We are talking about a company that has rereleased an 13 year old game at least 5 times.
After fears the free upgrade would be limited to the PlayStation Plus Extra/Premium version, and Bethesda Softworks removing mention of the upgrade being free for all, it turns out PlayStation Plus Essential owners can get the upgrade for free. - IS

More than a few people bought a copy of this game during this time. So, it worked out as planned.
Good, wouldn't pay for mods anyway. Expansion packs and addons are a different story though, as long as they're worthwhile.
As it should.
Look, i dont mind donating for the mod creator to support him, but paying him to play the mod, i would just stick with the vanilla version.
And to the developers, not everything has to involve money in it, these mods are made because people love your game and usually want to make it better by adding these mods.
You take that away and you will see that the huge support your game will fade away.
I think the only game that can get away with paid mods is Garry's Mod.
Pretty sure they learnt the lessons on Steam - the community will eat you alive if you make us pay for mods that should be free, and add often better content than your own expansions.
Cant see massive mods on consoles though - can a console run a script extender and edit ini files? Don't think so.
Both are required for like 90% of Fallout and Skyrim mods since the dawn of time. You need base access to the OS for the best mods, done through 3rd party software. No chance it will work on closed-off consoles.
