Does a huge open world with scripted characters and scenarios make a true Fallout game? Or is it something else entirely?
Character and ambiance. I just don't have high expectations for Bethesda to be able to build a world with that atmosphere without those special characters. I'm sure the world itself will be pretty, but it's worthless without stories to back it up. Prove me wrong Bethesda.
