I agree completely, PS4 would be the best choice. One of the reasons is I think most of the gamers who played Shenmue back in the day have since migrated to Playstation, and Playstation in general has been known to be a great platform for games who break the mold.
Also I remember reading that SEGA can't afford a Shenmue III on their own.
Sony should absolutely consider funding the project, bringing in some of their own developers on it as well to help out...

I hope they aren't just making a big world, I hope they actually do something with it. Skyrim was plagued by nothingness as far as the eyes could see. The world was big, but between a few key points and concentrated "content patches", there wasn't much to see or do anywhere.

League of Legends has the exact same community as Call of Duty, Halo, Dota, World of Warcraft and every other multiplayer game out there. The term may not be correct in the public eye, but the fact is the US government thinks it is and is actively issuing them out to pro gamers who seek to compete in tournaments on US soil.
