You bring up phones and cars but guess what?Average consumers have contracts for phones and cars are too expensive for an average consumer not to pay monthly.
These are pay monthly properties, consoles are NOT. This is like making Ultra HD 4 years after HD hint: HD ready devices have been around for over 10 years.

Sony did have the best conference but NO WAY was Andrew House surprised. Sony were showing the Neo until the week before. They even announced it as real days before the conference e.g. "it is real, wr have one now and we are saying it first."
The Neo's specs were too low to show at the conference, Sony found out and pulled it.
Why else was there a badly optimised Days Gone demo at the end? It was filling in for the Neo reveal.

Neo WAS scheduled to be at Sony's E3 conference, it was pulled because the rumoured specs of the Scorpio became inflamed.
The Neo is now getting an overhaul because it was a ps4.5 but now it will be more of a ps5.
Xbox Scorpio is the Xbox One's successor, it is only fair (not good, but fair) for the Neo to be the PS4's successor.
