Dead Rising 3 was totally locked at 30 FPS on the PC.
They need to include subtitles and a voice volume control so I can tune out the voices when they inevitably frag up and pick a 10 year old girl with a drug problem to do the voice acting for Yuffie/Aerith/Tifa.

Seems perfect to me, they just wanted to prevent an easy exploit from ruining the early game. Once you're powerful enough to take out the Chorts, being able to farm them isn't as unbalancing as it might seem.

Modders have been doing their thing for decades taking only voluntary donations if they even accept those. Mods are passion projects and often bring unauthorized copyrighted material into games that would stir up legal trouble if there was monetary compensation to worry about. Integrated mod support could only help. Hackers are going to hack, but if there was a way to know whether you were stepping into a mod server or not that'd go a long way toward keeping the online environment... well, honestly it's pretty vicious as is, but at least you'd know what you were getting into.
There are plenty of things that could be done with mods that would make the online component even more engaging. Zombie apocalypse servers, superpower servers, etc...

Ideas are a dime a dozen, what we need are people who can execute them. Anyone can rattle off a dozen great concepts for a game, but it's worthless if your end product can't match up to your promises. This isn't a matter of gamers clamoring for new ideas and then shunning them, this is a matter of developers promising the moon and delivering crap.

While I haven't played the game, I'll agree with your first point on general principle. Sadly, PC games have always been held back by consoles, but having to play the parity game with mobile devices? Quite bad.
As for your second point, he says right in the interview that you'll be able to freely change or remove those timers on PC.
