I think Sony mainly did it so they can advertise the PS4 at the end of the Call of Duty commercial. It actually saves them money from having to create a commercial by themselves. Having Black Ops 3/Battlefront 3 in November doing ad blitz on TV will get the PS4 a ton of exposure.

I don't know especially with Phil Spencer in charge now. He has brought a good amount of Xbox One exclusives to PC. He did say that he will not abandon PC anymore and will do his best to support the platform starting with Windows 10.

I have an Xbox One, too. Microsoft will be getting my money for Halo 5 and Tomb Raider this holiday. I prefer the Forza Horizon series so I will be skipping Forza 6.
As for E3, Sony won it for me. I was actually surprised by a good amount of their announcements. This might have to do with most of Microsoft's E3 stuff being leaked ahead of their press conference.
This is just a guess on my part but I think Sony did fund it. Why do you think the Xbox One is excluded? The kickstarter is just pure smart marketing and to involve the fans in developing the game. This also keeps cost down and cut out the middle man (GameStop, Best Buy, Target, Walmart, Amazon). If this is successful, Sony can do this again with other games from the past that fans want plus keep cost down.
