With the way you have then set up, the heat that is vented from the system gathers and bakes the systems within the tiny amount of room they have. Furthermore, the hot air that is vented out will be the same air that the systems will attempt to pull back in to remain cool.

Have been spent building and perfecting an entirely new engine for the series. I would hope if they had so many resources to be able to produce two games worth of data then GTA IV would have been released long ago.
LBP has an interface that makes creation easy (simple even) and XNA you still have to know how to write code.
You buy LBP and you can create. You lease XNA per year and from what I understand the XNA community is who gets to play create share, and from there it is decided which games the Xbox Live users get to play.
"smaller, start-up, entrepreneurial developers" does not equal "Bedroom coders" nor does it mean "one or two man teams."
They mean for "smaller, start-up, entrepreneurial developers" attempting to really get a foothold into the industry.
Who really thinks that Grand Theft Auto IV: Vice City (or whatever its called) will be released just a few months after GTA IV???

I highly doubt that we will be seeing an entirely new city with new maps, buildings, and textures in just a few short months after the release of GTA IV.
The Game DEVELOPERS Conference is for developers and not for gamers. There was plenty of awesome developer news this week.
On topic: I can see that this has potential to go far beyond any reward system for games in place before the release of HOME. Instead of just receiving a reward title, trophies, or points a developer can make it so that getting certain "achievements" in game will reward you with special items for your apartment or avatar in HOME.

The better the sales, (simply) the more money (or value) will go into the systems development. Development which includes the free online service and firmware updates. Also more users means more game sales and more games can be developed (1st and 3rd party, exclusives or not) using greater budgets and care.
