No they can't, it's already in production stages genius. It's June and it's coming out this holiday. Chips and parts are already contracted out tand in production they can't back out of those deals without paying and then order new parts and say here put these in instead. Really, a PC with higher specs struggles consistent FPS at 4k on the neos specs. QUIT BEING DELUSIONAL people, the only way we are getting 4k games on Neo is some indie title or major upscaling
So if the specs stay true then the Scorpio is as much a leap into next gen as any console before it.
