Lazy developers don't optimize their games. I guarantee there is old assets from the previous games taking up space and not being used.

Depending on the game higher frame rate does make a big difference. Play at 60fps and then try 144fps and you will notice a difference. Plus on pc you can add mods that stress the GPU more and can also make a big difference.
