The only way to see a map editor for CoD released would be to monetize it. Activision killed the mod tools to make more money, They will reinstate it only if they make money off of it.
One solution would be to release for free the tools, and allow people to test custom maps locally. If one wants to rent a custom map enabled server, it would cost 50% more than a regular server. That would be 45 bucks instead of 30 for a 32 players server.

developers are humans, and therefore have a certain inertia resisting a push outside of a previous comfort zone.
For short, an example : it's easy to optimize your driving skills, but you need to know how to drive first. :)
Closed systems (consoles) are easier to optimize than open systems (PCs).
A console has a fixed hardware, meaning you can pilot every action the way you want.
On a PC, one needs an external architecture (DX, GL) so a command will be executed the same way by every GPU compatible with said architecture.
If you have the time, talent and resources, you can customize any game to run on a 3 years old GPU (by piloting it directly) and show G...
