"The campaign itself is interesting albeit unspectacular. Creative manage to put in just about every strategy campaign mission type into the brief (around eight hour) twelve mission campaign, with the thankful exception of escorting any delicate units. So you’ll spend your time destroying enemy bases, holding out against waves of enemies, capturing objectives or being stealthy with a group of snipers. There’s very little new here, although it is all executed confidently and competently. In terms of control, the Xbox controller was always unlikely to be able to completely replicate a mouse and keyboard. For casual strategy fans, the low unit count and variety, simple base structure (you build on fixed points) and relatively compact maps help counter the complexity. But given that this is a Play Anywhere title, PC fans will probably be less impressed."

Halo Wars is still widely considered one of the best and most accessible RTS games around, and that formula could work with other Microsoft IPs.
I think Crackdown would fit in a more turn-based tactics system via Xcom then a RTS type game play. Being able to customize multiple agents, deploying that group in an crime infested urban zone, going against other super powered enemy and fodder type thugs. The potential for that is huge if they won't do another successful, ground breaking, GOTY open world outing like Crackdown 3....
