Is it Possible to Upgrade Rare to Legendary Items in Diablo 4?
Yes, you can upgrade your Rare items to Legendary in Diablo 4. This can be achieved with the help of the Occultist NPC. Occultists are located in all major cities in Sanctuary, where they offer their services in exchange for gold and crafting materials. Note that crafting and upgrading Gems, Rings, and Amulets requires a Jeweler.
How to Upgrade Items Using the Occultist?
Occultists offer a variety of services to empower your gear and endgame activities in Diablo 4. Among them is the ability to extract Legendary Aspects, as well as to imprint Legendary Aspects. These abilities work in synergy to upgrade your gear, including upgrading rares to legendaries. You have the best chance of finding Legendary Aspects by doing Helltides and Nightmare Dungeons.

If you have the required resources, press the Imprint Aspect button, and your item will become Legendary with the Aspect that you chose as its legendary power. This works for all gear, be it weapons, armor, jewelry, amulets, or anything. Bear in mind that you cannot imprint Aspects on Unique Items.
