My personal policy, and the one that I exercise with my team, is that it is almost always necessary to finish the main quest of the game before writing a review.
The "main quest" varies by genre. For example, in Gran Turismo, there is no concrete race or circuit to determine this (though a few do roll credits after finishing). A game that goes on forever like Prison Architect at least includes a tutorial that acts like a story.
