Sony only said vita would have PS3 like quality games they never suggested vita could & or would play PS3 games.However though PSP had the ability to stream a PS3 game on PSP's screen at a lower resolution via remote play.Which was demonstrated before with F1 championship edition using the PSP as a rear view mirror.
P.S.This feature i believe was only available in the japanese version of the game but there's no telling if sony will attempt it with vita given vit...
Well id say around 4gb to 8gb would give developers enough breathing room for the 10 year console cycle but also making it as easy as vita to work on wouldn't hurt either!

Well hideo kojima did say that the fox engine can run on the playstation vita.
