Well, gears 1 was better than R1 so this isn't exactly hard to believe. History will forever agree with me so please god save the fanboy BS. If a game isn't done then just delay it. Unfinished games and patches are becoming way to common. A game with the rep and fan base of Socom getting released early seems like a bean counter decision.
