To a certain degree I agree with your response, however the fact that GTAIV was a mess as well as a LOT of games indicate my #2 point, which is developers/publishers are apathetic or don't quite care as much as the console games.

There are a LOT of unfinished, early-accessed, indie-based "Sort of about Zombies but more about the cruelty of modern gamers"-type Zombie games.
We have yet to actually experience a completed, open-world, MMO Zombie-type game.

If UBISoft never intended to use the graphics that were presented at the 2012 E3 premiere then they may have been better off hedging their bets by decreasing the quality. Even just calling it a "proof of concept" video would have been probably more feasible.
