If you are talking particularly about Persona, it's not about ratings or languages. Atlus has its own publishing office in US so it was easy for them to publish the game there. As for Europe, they had to find third-party publisher so that's what delay is about.
GT6 won't be a launch window title me thinks. Only 2 years passed since GT5 release so it needs at least about 2 more years of development.
It could be announced tomorrow though.

I would take it, but not in expense of a free game. Free games > free movies
Ability to change PSN ID or region would be a great feature (limited/paid etc doesn't matter), but I disagree about movies on PS+. I subscribe PS+ for games, if I wanted movies I would subscribe movie streaming service.
