This doesn't neccessarily mean the in game character models will each have a million polgons, Plenty of games have character models produced for them with over a million polys. A normal map is produced from this high res model. The model is then scaled down to be used in game and the normal map applied to make it appear to have a higher poly co...
I don't necessarily think it needs a redesign, just a cleanup.
They really need to stop putting white text on pale backgrounds. It's a ridiculous mistake to make.

Crysis 2 is a bad example. It's got some fancy glitz on it with the DX11 patch and upgraded textures but at heart it's still a game limited by current gen consoles. There's some atrociously low poly environments in some of those screenshots that a quick polish simply can't hide.
It's a good looking game but not honestly representative of the graphical gulf there should be.
I know, it's quite shocking how many people don't even seem to read or understand an article. Feels like the Daily Mail in here sometimes.

If you play Oblivion on PC there's a lot of extra user made content available, from small mods to total graphical and gameplay overhauls. On console, unfortunately, not so much. :(
