If it would have improved anything then id would have probably given an optional full install. Also, the reason there is no mandatory install on 360 is that many of the 360 consoles out there simply don't have the space for game installs. some dont even have hdd's at all!!!!! There would be a massive impact on 360 Rage sales if only those with decent size drives could play it.
