It's not the scores some of these publications gave,just look at some of their reasons and how personal beliefs taint a pretty good game,that part is unnecessary.

As a game design choice it's easier to travel between dense woods with a bike than it is with a car.
It was mostly due to design and definitely not making sense as in real life,driving with cars in open
worlds is a given and done many times,this is an all inclusive design choice and a narrative vision as well.
